Escalating Threat to Merchant Shipping in the Western Black Sea

“The maritime domain of the conflict has widened, but the targeting profile has not changed. Russian forces are striking vessels linked to Ukrainian trade, now inside the EEZs of two NATO member states. Deliberate targeting of unrelated shipping remains unlikely, but Romanian and Bulgarian waters should no longer be treated as safe by default.”

EXECUTIVE SUMMARY
- Three merchant vessels were struck by Unmanned Aerial Vehicles (UAVs) and Unmanned Surface Vehicles (USVs) in the Romanian and Bulgarian Exclusive Economic Zones (EEZs) within 24 hours on 5–6 October 2026; two of the vessels sank.
- The attacks in Bulgarian waters are the first direct strikes against merchant vessels within Bulgaria’s EEZ since Russia’s full-scale invasion of Ukraine.
- All three vessels were trading to or from Danube River ports.
- Ambrey assesses it HIGHLY LIKELY that Russian forces conducted all three attacks.
- The incidents represent a material escalation: merchant vessels are now exposed to kinetic activity within the EEZs of two NATO member states.
- All three vessels were HIGHLY LIKELY targeted due to their Ukrainian grain export links.
- Vessels with no link to Ukraine trade are assessed to fall outside the Russian targeting profile.
- The risk of strikes due to misidentification, collateral damage and UXO in the western Black Sea has increased.
SITUATION
Three merchant vessels were attacked in Romanian and Bulgarian waters between 07:37 UTC on 5 October and approximately 03:00 UTC on 6 October. All three vessels had called at, or were transiting towards, ports in the Danube River Delta.
