EXECUTIVE SUMMARY

  • The Danube is no longer simply an alternative route; it has become part of Ukraine’s contested maritime logistics network 
  • As Russian strikes degraded the Odesa-cluster ports, the Danube’s share of cargo handled at Ukrainian ports rose from around 10% in January–June to 74% in August 2026 
  • Danube-related attacks have risen in step with volumes: 3.7 times as many events a month in July–September as in January–June 
  • The threat has extended from the berth to the waterway: since 1 July at least nine merchant vessels have been struck on the Danube approaches, five of them in Romanian waters 
  • On 5 October, a general cargo ship carrying grain from Izmail was struck by a UAV, 33.5NM south-southeast of Sfântu Gheorghe, Romania; two crew members were killed 
  • Congestion at the Sulina roadstead (80–125 vessels, waits of up to 17 days) concentrates merchant shipping in fixed, predictable positions within UAV range 
  • Due to the large losses sustained by the industry, many underwriters no longer offer cover for Ukraine port calls despite the WRP rates climbing into double digits.   
  • It is a realistic possibility that the current targeting tempo will persist while the Danube remains Ukraine’s principal export outlet 

SITUATION

Ambrey has recorded a marked increase in attacks against merchant vessels and port infrastructure in the Danube River Delta during the second half of 2026. The escalation is likely driven by the degradation of Ukraine’s Black Sea export infrastructure and the resulting concentration of commercial maritime activity around the Danube ports of Izmail, Reni and Kiliia.
