AMBREY & SEACOP PARTNERSHIP
London, United Kingdom – 30th October 2025
“Strategic Partnership strengthens the fight against illicit maritime trafficking across the Atlantic corridor.”
Ambrey, a world leader in maritime safety, security and risk management, is proud to announce a strategic collaboration with SEACOP (Seaport Cooperation Programme) – a project funded by the European Union and implemented by Expertise France and FIIAPP.

This strategic partnership marks a timely and coordinated response to the growing threat of illicit maritime trafficking across the Caribbean, South America, and West Africa — regions increasingly targeted by transnational criminal networks for the movement of narcotics, weapons, and other forms of contraband. As trafficking routes become more complex and dynamic, the need for cooperative, regionally rooted solutions are more urgent than ever.
At its core, this collaboration fully respects the sovereignty of partner nations and operates strictly within national mandates. Support is confidential, locally led, and aligned with each country’s maritime security priorities—ensuring sustainable, trusted, and effective cooperation.
Ambrey and SEACOP’s enhanced collaboration aims to:
- Strengthen threat detection and early warning systems.
- Enhance coordination and response mechanisms at sea and in port.
- Support efforts to dismantle transatlantic organised crime to safeguard international trade routes.
A Shared Vision for Maritime Safety & Security
- The growing sophistication of maritime trafficking reflects how criminal organisations exploit enforcement gaps, unguarded coastlines, and vulnerabilities in global shipping systems. SEACOP and Ambrey are joining forces to counter this evolving threat by enhancing collaboration, sharing best practices, delivering targeted training, and promoting the effective use of maritime domain awareness tools.
- This partnership positions both organisations within a globally connected and interdependent maritime environment, where collective action is essential. It underscores the importance of universal collaboration — across public and private sectors, and among international and local stakeholders — in protecting lawful maritime trade and supporting coastal nations facing the direct impacts of transnational crime.
“This collaboration with Ambrey exemplifies the power of combining strategic intelligence with operational capacity. Together, we are contributing to a safer, more secure maritime domain across the Atlantic.” said Dominique Bucas, Executive Director at SEACOP.
Collaboration in Action
Under the terms of the partnership, SEACOP and Ambrey have committed to the following priority areas of cooperation:
- Threat Assessments:
Seamless exchange of maritime information to support interdictions and investigations at sea and in port environments. - Joint Risk Assessments:
Collaborative analysis of maritime threats and trafficking routes to inform enforcement priorities and resource deployment. - Capacity Building:
The partnership will deliver tailored training, technical assistance, and operational support to maritime law enforcement units, port authorities, and frontline agencies across the Caribbean, South America, and West Africa. It will strengthen coordination and foster information-sharing between these agencies and the law enforcement bodies delivering critical intelligence on trafficking threats and enhancing collective responses to transnational maritime crime.
This holistic approach supports regional resilience and enhances the ability of partner nations to counter the influence of transnational criminal networks within their maritime domains.
A Stronger Future for Global Maritime Trade
As global trade and security increasingly depend on open and protected sea lanes, partnerships like this play a vital role in enabling global trade and upholding the rule of law at sea; as maritime threats evolve, so too must the tools and alliances used to confront them. This collaboration marks a new era of strategic cooperation to respond decisively to complex environments and dynamic challenges.
